Are Filipinos worth helping?

I recently met a friend who is a Mayor of one of the towns in the Philippines.

I cannot forget when he said “bai kapoy man motabang sa mga tawo kay sila mismo di man ganahan motabang sa ila kaugalingon” (it is frustrating to help the people because they do not like to help themselves).  Actually, i heard of this several times before.  But coming from him who is a scion of one of the political dynasties of the country is something.  He is only in his late thirties and was idealistic when he started a career in politics.  But I noticed he began to become cynical as time went by.

Now it seemed that it will take at least a generation to change our political culture.
